I feel that the next to last panel shows an important insight into Silver's character: It's not that it's EASY for him to kill, it's that sometimes, it's hard for him NOT to.

But not most of the time, or they would have figured out he was a sociopath a long time before they did.

Caligulan government is headed, of course, by a king or queen. Those other people are members of the family who make up a watch council that keeps tabs on what the ruler does. It's not exactly a FAIR government, as far as the general populace is concerned, but it HAS kept the kings and queens of the past few centuries from doing very much harm. Perris there is essentially trying to convince Lord Ruthar that maybe it would be better to give the throne to his brother (Red, Blue, Green and Whitey's father), instead of giving it to Silver.

Oh yeah. The farther you are from the throne, the more likely you can marry whomever you want. People closer to the throne are usually expected to marry a distant cousin (which, genetically speaking, isn't really different from marrying some chick off the street.) Blue's dad did NOT marry a distant cousin, which ticked his family off and caused them to blame Rhodamine when Blue turned out to be 2nd Kind.

Guess why the throne ended up going to Silver after all?
